Investigate Chip Id Assignment for Multi Board Alia Point/Hala Point Systems

Create an environment variable to set chip id assignment - change the number of chips.

• Every host will see all four boards, all chip ids, only one host will be used
• Workaround for now to unblock
• We figured out what needs to be done but don't have hardware to test the solution on for another week
• One line change - review and test on hardware

Any complication for host boot? No they boot independently?
