It's useful to have EPEL installed by default, but Red Hat doesn't support EPEL and it tends to break application installs.
For example, OpenStack 13 on RHEL7 ends up with the wrong version of leatherman (required by facter) if you follow Red Hat documentation, and you can't install the Undercloud.
