[feature] add support for op "filters" #95

I believe this shouldn't be merged yet; Not until the filters from Lavalink dev get merged into Lavalink master. I have tested this code. This includes breaking changes. I will be accepting criticism on my implementation if people feel it needs revision.

op filters is on master. This should be merged.
