After reaching GCL2 I went and claimed another room, then soon decided I didn't actually want that room and unclaimed it, I then went to try to claim a different room, and got ERR_GCL_NOT_ENOUGH (-15) when trying to claim it.
Up on reaching GCL3 I tried again and this time it worked, I then went ahead and tried to claim a 3rd room and that worked as well, like it should.
