There's something about Railcraft that makes it so that PFAA won't drop Conglomerate Rubble from Conglomerate Stone when mined with a pickaxe. The other 4 weakStone types do drop their Rubble form as expected.
(FYI: I also tested this with no other mods present, and clean default configs. It's definitely Railcraft related.)
