Did this for quartz sand. Not sure where else it makes sense. Either we can assume sea-level (placer/alluvial deposits) or we do not want the ores to be above specific Y levels, because dynamic terrain would then expose the ores. Moreover, this would eliminate the strategy of exploring specific Y levels, because the player would need to know the surface height and do the math in his or her head. Not sure we want to do that.
ATG can change the sea level, so placer deposits should dynamically adjust to that.

We should take advantage of the new relative heights in COG, where possible. This will particularly help with ATG.
