S.h removal from R 4.2 #61

Hi Michael,

We've been notified by R core that C header file S.h will be removed from R 4.2 very soon.

S.h is used in rtracklayer/src/chain_io.c here: https://github.com/lawremi/rtracklayer/blob/20b5bf4ee3e38971c5a01196cd3c9c8e695bd9ec/src/chain_io.c#L1 so rtracklayer would need to be modified to not depend on S.h anymore.

@lawremi Version needs a bump. People with the latest R-devel can't install the source tarball that we currently distribute (rtracklayer 1.55.3). Thx
