as the title says, description under a video is loading automatically even when the option is disabled

also it wont close when clicked

Hmm... is this still happening? It's working on my end.

I am also having this issue and it is causing problems with youtube's new experimental layout. When I try to fullscreen it automatically scrolls downward to show the description and does not allow me to scroll back up to the video. I am also not able to open the top right profile menu.
