None of these should be marked up:

Sections 199(1), 200(1), (3) and (5) to (11) and 201 to 206 of the previous Constitution

Local references (also see S76 in the ZA constitution):

Anyone who has been removed from the office of Premier in terms of subsection (3) (a) or (b) may not receive any benefits of that office, and may not serve in any public office.

Ignore references in block quotes.

Match references to Schedules.

It would be great to handle cases like:

established in terms of section 4 of the Act;

where the Act is a defined term such as

"the Act" means the Legal Practice Act, 28 of 2014;

Also catching non-defined terms would be great, but is more difficult (bold added):

I, Dr Mmaphaka Tau, in my capacity as Head of the National Disaster Management Centre after assessing the potential magnitude and severity of the COVID-19 pandemic in the country, hereby give notice that on 15 March 2020, in terms of section 23(1)(b) of the Disaster Management Act, 2002 (Act No. 57 of 2002) (the Act), classified the COVID-19 pandemic as a national disaster.

Emanating from the classification of this occurrence as a national disaster, in terms of section 26, read with section 23 (8) of the Act, the primary responsibility to coordinate and manage the disaster, in terms of existing legislation and contingency arrangements, is designated to the national executive.

a person registered in terms of section 18(1)(a) of the Architectural Profession Act, or a person registered in terms of section 13(1)(d) of the Geomatics Professions Act as a Land Surveyor, or a person admitted to practice as an attorney or advocate in terms of the Legal Practice Act 28 of 2014 as amended, or under the direction or in association with such a person who is registered with his or her appropriate governing body.

The 13(1)(d) and 18(1)(a) references are both to the wrong act (28 of 2014), because the intermediate acts in the sentence are not available and so are not linked.

This is now done for acts referenced through defined terms.
