Display a more meaningful Error 404 message #781

If the user followed an automatically generated link to caselaw or legislation, the not found page could display a message such as

"This judgment/legislation is not yet on the system. We are continuously adding materials to the collection. Check back in a few months or write to us to check if we can assist with an early copy of the document you require."

If possible, the message should be tailored for caselaw and legislation separately.
