Switch launch page to actual homepage #67

Block homepage for IE8 and below. For these browsers - continue to link to launchpage but include a new note telling the user to update their browser.

Actually instead of linking to the launch page, we should link to the messed up version of the homepage and include the note/banner telling them to upgrade browsers. Can this be done?
