Improve usage of plugins #14

Part of #11.

Improvements:

  1. add .vscode settings
  2. revise eslint rules
  3. revise tsconfig.json rules
  4. change configs from .js to .json (when applicable)
  5. update and cleanup hardhat-config.ts
  6. run lint incorporating all the rules changes from above
  7. fix typos in files
