Description This adds the SMI conformance code, test documentation and README update.

Notes for Reviewers I am sorry for the huge PR instead of small ones filling features one by one. @nveenjain @leecalcote It would be great if you could review it sometime.

I started over from scratch as I wanted to re-structure everything.

@kanishkarj bad joke. I mean to say that commonly projects will have its initial architecture and then undergo a V2 in which many things are we re-architected.
