Modifying feature list workflow to make a PR instead of a commit #399

Description

This PR fixes the commit failure issue the generate-feature-list workflow had in the past.

Notes for Reviewers This would require manual intervention from user to merge the PR. Until the auto-commit issues are resolved, this fix has been suggested.
