Update to user @minecraft/server 1.4.0 stable beta. Save exact minecraft version instead of using newest by default
Bump manifest versions

@jessejohn01 pinging you for visibility and for later review.

Since you are out of office for a while and do not have minecraft access, I am going to merge this after testing on my end and create a new release. No proprietary logic changes have been made, just version bumps to fix compatability.
