No, the issue is 32-Bit Python installations on 64-Bit Windows. They are much more common than you might expect, e.g. because Anaconda offers them on their main download page without recommending the 64-Bit one: https://www.anaconda.com/products/distribution#windows

Similarly to #10, the inavailability of 32-bit builds for Windows makes downstream projects hard to install on this architecture. It would be nice, if
laz-rs
could add wheels for this. I am happy to help, although I am kind of poking in the dark when trying to fix rust build issues.
