...because all aluminium variants are unified into GT aluminium on entering the player inventory, but Aluminum Alloy can be made from all aluminium variants except GT's. Changing all GT unification entries for aluminium except GT's to ingotAluminium_false=true and adding such an entry to the libVulpes section makes everything unify into either IE or libVulpes aluminium, which as far as I could determine, both work for all mods.

Addendum: It is possible that you need to add entries for "ingotAluminum" as well as change/add the ones for "ingotAluminium" in order for the config change to work as intended.

What did you ultimately have to do. I have changed all of the ingotaluminium entries, but there are no ingotaluminum entries.

OK, I found the one and only setting that needs changed. In the Gregtech Unification.cfg just change one line: Under dragonapi change "B:ingotAluminium_faulse=false" to "=true".

The ultimate issue is that Gregtech aluminium ore exists and can be ground into flakes in the RoC grinder, which can then be smelted into aluminum dust. This technically bypasses a gate in RoC where you need to use the extractor on redstone or lapis ore to get aluminum dust as a byproduct, but as far as I can tell it's the only RoC gate that is bypassed. One could argue that it's actually more difficult to obtain aluminum ingots, however, since the Gregtech Electric Blast Furnace is needed.
