Massive refactoring of the charm project structure

Wiped the makefile schenanigans to execute the testing envs
Added TOX as a dependency for setting up clean, isolated, and easy-to-reconstruct test envs
Wiped charmhelpers as an embedded resource
Added logic to install charmhelpers from pip
Moved install to install_core, added install as a shell script to install predeps
Moved common from lib/ to contrib/
Refactored contrib/tests to run nicely with py.test
Moved away from nose/unittest in favor of py.tests runner and modules
Added drone CI configuration
Tried to strip away as much unneccesary path munging as possible
Nuked the embedded BINS from the project with a CTA in the commit history for a make fat target

Another PR will be incoming to add some basic amulet tests for repeated testing.
