Add BESTEST with side fins #62

Add the BESTEST case for side fins and check its results with the benchmark published in BESTEST.

[kphalak] Buildings.Rooms.Examples.BESTEST.Case630 is been added to check working of side fins on east and west facing windows and results are comparable with the results from other simulation tools provided in ANSI/ASHRAE Standard 140.
