Update to Spawn version that properly sends `QLat_flow` from E+ to Modelica. #110

This issue updates the version of the Buildings library and BuildingsPy to use the latest version of the Spawn coupling. This version will also correct the propagration of `QLat_flow from EnergyPlus to Modelica.

The development branch is issue110_caseStudy_updateEnergyPlusVersion.

[x] Update SystemModel/Resources/Data/VAV/BaseClasses/Floor/building_medium_5A.idf to EnergyPlus 9.6
[x] Then, merge PR https://github.com/lbl-srg/obc/pull/111
