revise obc report

This branch is to make edits to the obc report which should be available in the web version and in the final report.

Todo:

• [x] Add overview of OBC package with the implemented sequences.
• [x] Add a short introduction to each chapter.
• [x] Clarify where/how team and cost-share partners need to be listed.
