Add description and syntax for specifying SOO parameters outside of G36. This would give CDL an ability to specify if a parameter originates from G36/1711 or it solely exists in the OBC implementation. For example, we need to keep the sequences running even if the controls were started with a user parametrization outside of the scope of the ASHRAE specification, regardless of the source of the parametrization error.
