On how to specify certain outside of G36 parameters #80

@milicag : Please see my changes. I think it is important to distinguish whether just the value is not specified, or whether the instance is not specified. Also, I made the keyword independent of ASHRAE so that using another reference does not require changing the keyword.

I removed the purpose

The purpose of such parameters is to prevent unexpected control behavior and control system failures in situations where the user violates the ASHRAE recommendation by providing a set of inputs that lead to it. Such situations are accompanied with a warning that gets provided to an operator/commissioner and contain a description of the issue encountered.

as I think this is too detailed for the specification and not clear.

Thanks for the changes, I had thoughts in a similar direction but wasn't sure if we'd want to use it for inputs/outputs.
