Yes, that's part of the current limitations. Should be not too hard by using the xdg-shell protocol, but I have not started working on that.

Did I miss something or does this actuaally work? At least in my case (sway+rofi 1.7.(2/3)) I don't have this problem. Thinking of it, actually, I have been using that under sway roughly since mid-20 IIRC. Of course, the config should not contain fullscreen: true, did you try:

rofi -normal-window -show run -theme-str '{fullscreen: false}'
