Unable to disable video optimization when uploading videos which causes uploaded videos to be compressed/encoded.

## The Issue ### Steps to reproduce 1. Open LBRY app. 2. Attempt to upload video. 3. Unable to disable video optimization which causes video to be compressed/encoded. ### Expected behaviour Video optimization should be optional as many would want to upload videos without compression. ### Actual behaviour It's not optional therefore videos I would upload from the LBRY app are compressed/encoded. ## System Configuration - Device: XQ-AT51 - Android version: Android 11 ## Anything Else I would rather upload videos on my smartphone for convenience therefore please add the ability to disable video optimization. ## Screenshots
