Add "CTA after x time" framework #2236

Creating this based on https://github.com/lbryio/lbry-desktop/issues/2165

Another prompt at a later date (if a week passes and they have not sent an invite) if they have not sent an invite to go send an invite at app startup

This should be something generic, so we can add prompts for other items in the future. I.e. "Tell a user to subscribe to someone if they haven't after x time"
