Add UI for wallet server usage fees

The SDK team added very basic support for the client to pay the wallet server it uses. The behavior is described in https://github.com/lbryio/lbry-sdk/issues/2707

Subsequently, we defaulted the fee to 0 to disable this behavior until y'all are ready. I think two things need to happen:

An input to configure the max fee you're willing to pay per day
A popup the first time a user runs the new app that explains wallet usage fees and asks the user to enable them. This was our main concern. We'd like to turn it on for everyone but we don't want users to be surprised by LBC unexpectedly draining from their account.

Let's also get @eggplantbren's wallet server on the above page and ideally at least a few other community run servers and then link this in the UI when doing above.
