Confirming Edit To An Upload #4641

Bug A clear and concise description of what the bug is. When editing the description of an uploaded video, refreshing the page a notice is not provided that the edit is still confirming. To Reproduce Steps to reproduce the behavior:

  1. Go to '...'
  2. Click on '....'
  3. Scroll down to '....'
  4. See error

Expected behavior A clear and concise description of what you expected to happen. A notice that informs the user that the edit is still in confirmation. I.E. a confirmation page/list.
