Handle cash tip failure , allow resubmission #6599

I sent a hyperchat with cash right when the commentserver went down - my tip went through , but comment never showed. We should check for successful post and allow resubmission of the chat. We do something similar for LBC support failing.

happened again and it was blocked due to slow mode!
