Better Popup Player #7452

The popup player is great, however a few improvements would be cool to have such as

Scaling the size with your fingers (Like the NewPipe popup player)
Can be used as a popup player overtop other apps (Can see popup player while LBRY app is minimized or closed to tray)

I think this could be accomplished in a way that works similarly to our theater mode - or change theater mode to work differently: full window, no header, maybe borderless window.
