reduction on video playback performace #7655

videos recorded in 1080p run on lbry 52.5.0 with 80% gpu video decode capacity and on any newer version of the lbry desktop including version 53.4 same videos cant play without stuttering and 100% gpu decode capacity. example: this video https://open.lbry.com/@TheLinuxExperiment:e/super-affordable-ryzen-powered-linux:0 runs at 80% of gpu decode capacity on version 52.5.0 and in version 53.4 cant play smoth and consumes 100% gpu decode capacity.

Hello @flaviofrc are you facing this issue on Linux, Mac or Windows? Are you having this issue in odysee too or just the app?
