Fixes for intermittent test failures: test_exchange_rate_manager(), test_basic_claim_search() #3624

Getting these out of the way to improve reliability.

Beware that integration tests are STILL likely to fail due to test_es_sync_utility() chronic failures: https://github.com/lbryio/hub/issues/55
