Monaco Grand Prix doesn't load #271

Just a black screen after the Sega logo, with no unusual messages in the 
console window. After a while the Dreamcast boot logo reappears, but nothing 
else.

Tested on R78, NTSC-U GDI version.

I guess weirdo bugs that are so weird i can't even guess what they are get 
higher priority :p
