Update deb packaging #69

The changes should ultimately allow proper official Debian packaging, they are further discussed in #59.

The main changes are changing the name of the source package to adflib and separating unadf from libadf-utils (so that it goes to separated binary package).

I have applied here the changes proposed by @alexmyczko, and did couple more updates (added watch (probably to correct...), updated copyright etc.).

@lclevy, @kyz - if you can, please have a look at these changes. In particular, the debian/copyright file, which I would like to ask you to check and update (we can discuss what exactly and how to put there; it is quite important in Debian so we should make it possibly complete and correct).

I propose that, if no major issues here, we merge this thing from my fork, and make branch 'debian' in the main repo, so that we can together review/update the rest of the details there, then, when ready, we merge it to devel.

As discussed, I have added the LGPL2.1+ as the second license for the library (to permit linking with non-free software).
