This PR:

Specifies the minimum version of Python is 3.7
- Docs specified 3.6 but pyproject.toml requires 3.7
- 3.6 has been EOL for a few years now
Updates the release checklist
- Removes section about mailing list, since it has been deactivated
- Adds section for creating a release on PyPi
Adds a draft for release notes for 1.5.1 release
