Create an ant build #18

Articulating from #13 - the goal here was to have a build that runs tests and produces an artifact, independent of a CI tool. The CI tool can leverage this to get repeatable builds, just like the developers.

Thanks for the suggestion but if we implement CI/CD we're going to do it in a different way w/matches our infrastructure at LC.
