Update 038 conversion #28

PR #24 contains two fixes: 038 should create a bflc:MetadataLicensor object for the bflc:metadataLicensor property. 263 $a should create a bflc:projectedProvisionDate property.

@jiaola included tests for the fixes (which pass), the conversion code looks good, so I will accept the PR. I've sent a note to the spec maintainers to let them know that the spec also needs to be updated.
