separate bug report and feature requests #33

Hi Leo, @lcolladotor

We were looking at having separate templates for bug reports and feature requests. Some of the language here is taken from Martin's templates at @bioconductor/Rsamtools. Let us know what you think. For brevity, I've removed the link examples you had in the templates. Perhaps those can be added in the Support template? They could be titled something like 'providing relevant GitHub links'.

Thanks for your interest in our software.

Thanks for the PR / issue. A close family of mine was diagnosed with cancer, so my availability is limited right now.

It might take me a few weeks to reply properly.
