This feature is now ready for review. VERSION=latest REV=2 make build-base was successful and pushed to the registry. VERSION=2022 REV=2 make build-base is currently building on test-latex (use screen -r to inspect)

deploy.sh's dry run test was successful, REAL_ENDPOINT needed for full automated build testing.
