Handle missing atotb and itot in a cleverer way in kludge.do #103
Current method is to assign the mean of each var in case of missing (after trying other things like assigning lag value to current or vice versa). There is a huge amount of variance in this variable so its a pretty bad idea to get things going.
A small amount of effort for a vast improvement is to calculate the mean within demographic groups (i.e. age, education, gender, nssec?) and assign that instead.
