Really frustrating to have to do this manually every time. Can set a parameter when starting different run types (complete, scenario, ROC) to change the sub-populations included in the measures_subpop_ELSA.do script so I don't have to do it manually.

[x] Add parameter to Makefile
[x] Accept parameter in measures_subpop_ELSA.do
[x] Add if/else statement to measures_subpop_ELSA.do depending on parameter value

This was completed a while ago as part of another issue because my frustration levels crossed a limit.
