I checked and this happens for me too. But could you check with FCE Ultra
0.98.12
and see if it happens there?

I noticed that now with version 2.0.8 the save states for Teenage Mutant Ninja
Turtles are no longer corrupted. BUT, the save states for Double Dragon II ARE
still corrupt. Slight improvement.

I get repeated corrupt states with Little Samson as well. So this appears to
be
random games, not any specific ones. Interesting!

Old Issue... so far these are my findings:
1) This is not an issue of corrupt save states. The save state files are
correct.
This can be confirmed by loading them on the PC version.
2) The real issue is related to the moment of LOADING the save state. For some
reason the sprites displayed at the time the game is loaded are kept in the
video
buffer, and the emulator utilizes them to present the loaded screen.
3) If the sprites loaded in the buffer are renewed, the display becomes fixed.
This
is for example when you change levels in a game. That is why in some games it
becomes fixed when the user pauses/unpauses the game.
4) It might be fixed by clearing the loaded sprites buffer when a game is
loadad, so
the sprites already there won't exist after loading causing the jerkyness.
