Cannot scroll to reach Resources sub-menu items #134

The Resources > Templates and Resources > Best Practices menus drop past the bottom of the page. The user cannot scroll to get down to the bottom items.

I reduced the amount of padding in the menu, so it's not as long and should not stretch off the page if you are not an administrator. The extra black and white menus at the very top of the page cause a problem with the positioning of the submenu Resources > Templates on a shorter display like a laptop screen. On a monitor it doesn't seem to happen.

At this point, we can't add anymore links to the Best Practices or Templates submenus, because it will just cause the long menu problem again. If we do need to add more links, we'll need to at least re-order the menus or even reorganize them somehow.
