Polish symbols in givenName and sN #345

What steps will reproduce the problem?
1.Like in #249 - Create user where sn or givenName have polish symbols like 
"ę","ą","ś","ć","ź","ń".

What is the expected output? What do you see instead?
In givenName filed and sN should be polish characters, but I've got '?' symbols

What version of PWM are you using?
1.6.5 trunk r526, in 1.6.4 is OK

What ldap directory and version are you using?
OpenLDAP 2.4.21-0ubuntu5.6

This sounds like a font issue in whatever is giving you the question mark.  Not 
a PWM issue

I don't think so, in 1.6.4 the same application for ldap browse shows all 
symbols correctly.

Were you able to fix the issue? I have installed Slovak version and after I 
switch the language (on the page) to Slovak, some parts of the page are 
displayed correctly, but some display Slovak special characters as numbers like:

Novu00fd pouu017eu00edvateu013esku00fd u00fau010det vytvoru00edte vyplnenu00edm 
tohto formulu00e1ra. Po vyplnenu00ed formulu00e1ra mu00f4u0017ete nastaviu0165 
novu00e9 heslo a nastavenie bude ukonu010denu00e9.

And the second issue is, that if someone has special characters in his name 
(which is very common) it appears in OpenLDAP as ?

Seems like encoding and or UTF issues to me. Or invalid localisation.

Sorry to spam you with another email but I'm attaching some screenshots.
1. captcha -> everything fine
2. registration -> text messed up
3. registration -> what was entered
4. verification -> text ok, except that %1% instead of email most probably.
5. 6. what was inserted in OpenLDAP

Notification emails that came had the messed up string already as well.

I observe the same issue, the pwm/public/NewUser url displays incorrectly 
formatted

"Wypeu0142nij formularz, aby utworzyu0107 nowe konto uu017cytkownika. Po 
wypeu0142nieniu formularza, mou017cesz wygenerowau0107 nowe hasu0142o. Proces 
tworzenia profilu zostanie zakou0144czony."

instead of "Wypełnij formularz, aby utworzyć nowe konto użytkownika. Po 
wypełnieniu formularza, możesz wygenerować nowe hasło. Proces tworzenia 
profilu zostanie zakończony." on the online demo server where it is displaying 
them fine at http://pwmdemo.weisberg.net/pwm/public/NewUser 

It seems

.properties already contain invalid unicode escapes:

Seems the issue was introduced on the FR translation in one of the commit "r469 
by jrivard on Sep 26, 2012 minor ui refactoring" Seems other locales were 
affected.

Could it be possible that the SVN commit performs an incorrect keyword 
conversion, but that the war deployed online is unaffected ?
