Is your feature request related to a problem?

I build a housing district with rails to all my jobs and my colonists complain about the distance to work.

Feature description

Colonists should see rails as a shorter distance to work as it reduces travel time.

Notes or related things

Any check to see if something is too far should take into account rail routes. A config to set the divisor would allow server owners to adjust what they think is the right distance.
