Is your feature request related to a problem?
On the server we're working on, some players are v. casual and just want to watch builds and do those activities. Others want a very challenging tower defense (harder than default minecolonies)
Feature description
I'd love to have a config file toggler that would reveal some of the key difficulty settings in townhall for each player, particularly regarding diseases and raids. Something like "allowPlayersToSetDifficulties" with default false. When true, the townhall could surface per-player settings versions of certain difficulties
Allow raids on/off
Raid frequency and difficulty
Disease frequency perhaps (as a stretch/like; the main point of the suggestion is raids).
Notes or related things
I do realize this would require a way for per player overrides of the global settings that pertain to the ones surfaced. That's an inherent part of the ask. I believe it will make it more attractive to a variety of players vs. requiring a homogeneous experience for everyone, because without individual control what will realistically happen for our servers at least is just to end up nerfing raids and difficulties for the whole server.
