You can already do this; just turn breeding off. If they don't go over the population limit with breeding then they won't kill them either.
Though without the breeding you're going to get the same wool colours repeatedly instead of cycling through the random ones. So you'll either need to build multiple shepherds to get the other colours or invest in a dyer.
My suggestion is for the shepherd to not kill the excessed sheeps, ideally its job is to shear like 100 sheeps that have all the colors and not kill a single one if configured.
Of course I will have to breed the sheeps myself.
This is for mass wool production using just one shepherd.
That's not how they are intended to work. They can handle a certain number of animals based on their building level. Being able to throw a massively higher number in there and have them do work on them continuously would be too overpowered, and defeat the entire point of needing to upgrade the huts.
Build more shepherds and/or upgrade your existing ones if you want more total animals maintained.
100 sheep will also make your colony become a lag machine
