Manual hiring mode in the tavern regardless the housing option

Is your feature request related to a problem?

In late game colony where you can build citizen houses with ease, it will probably be better that citizens leave the Tavern. Living in the Tavern also mean the citizen have a level cap because it is a Level 3 house Citizens probably prefer to reside in a proper home instead of an Inn anyway. Annoy players that decide to use the Tavern for housing in early game.

Enhancement or Change description

Make it so that the housing mechanic of the Tavern uses the housing mechanic even if the townhall's option is set to automatic. The player can also be able to kick people out of the Tavern always. This free up the beds for future updates when the visitors can eventually use the Tavern, or a Tavern worker.
