Is your feature request related to a problem?

If someone manage to obtain a few stack of Dinnerbone nametag, then what stops them from being mischievous and going to others colony to make every single citizens to be upside down, that can be troublesome.

Feature description

Only the Owner and the officials of a colony is allow to nametag the citizens of that colony, outsiders are not allowed.
