If you don't want to have visitors, I would recommend replacing the tavern with a house. A level 4 or higher house is better in every way than a tavern, with the exception that it doesn't spawn visitors

better in every way but cost, a level 4 house is way more expensive than a level one tavern, and i only ever have 1 tavern as its the first housing i build and i dont like to remove buildings so replacing it isnt an option to me anyway
Visitors will always remain a part of the tavern, that's what makes it the tavern. Else it's just a glorified level 4 house, the tradeoff (either you consider it bad or good) is that you get visitors. This will not change.

i am not asking for it to be changed outright, i suggested an option for the ability to toggle them, and if they are too fundamental to the mod not to, then the option to keep them to the tavern, not wandering the colony getting in the road

I think what thodor mean is the exact opposite of what you suggest, is that the purpose of the tavern is spawning visitors, so no, there will not be a toggle option to disable visitors featurein the official mod, as if that is the case then it will be a straight up better house. However, you can install the bad mobs mod and add minecolonies:visitor to the list of blacklisted mobs and voila, no more visitors.
If you are already doing that then just close this thread, you suggestion is against the will of how developers want the mod to be, is thats what they are trying to say.
"But level 4 house is way too expensive for me." Use creative if you want to save time in playing this ridiculously time consuming mod, if you are on a server and thats not an option, then check the guard tower for attacking mob list and try to see if you can find visitors and enable them as guards attack target, havent try it myself tho.
I would like to suggest the option to not have visitors wander around the entire colony, but instead stay within the tavern. The "annoying" aspect is seeing so many non-colonist people around the place.
